MTA 88 River Meeting
Over the last 20 years or more the Maryland Troopers Association Lodge 88 has held their August monthly meeting at Cecil & Donna Bittinger’s places on the Potomac River. The idea to hold these meetings came over a cup of coffee at the Hagerstown Barrack between me and then 2nd Lt. Cecil Bittinger. The inspiration for the meeting came from a true desire to create an annual event that would improve morale and strengthen the bond between the troopers at the Hagerstown Barrack. This gathering has been a winning idea for both the Barrack Administration and the Lodge. This meeting is the most popular and well attended meeting of the year. The earlier River Meetings were held at the Bittinger’s Cabin. This location was high above the Potomac River and I recall having to walk up and down more than 100 steps to get to and from the water. The August monthly meeting became known as the “River Meeting”. Later when the Bittingers lost their cabin property lease, the meetings were moved to the Bittinger’s trailer site in the Potomac Fish and Game Club where they are still held today.
Over the many years Cecil, Donna and Doug contributed their time and energy to making the event an annual success. Their efforts continued even after Cecil passed away on February 21, 2009. Donna and Doug continued to graciously host the River Meeting.
In August this will be the 2nd year without Cecil. In his honor I will be making a motion at the July MTA 88 meeting, that we rename the August River Meeting to the Cecil Bittinger Memorial River Meeting.
